Hong Kong is considering tapping into the Exchange Fund to buy more gold as part of efforts to boost trade in gold and transform the city into a world trading centre for the precious metal, according to Chief Executive John Lee. The fund serves as the city's de facto sovereign wealth fund and war chest to defend the Hong Kong dollar's peg to the US dollar, totalling HK$134.7 billion in the first six months of this year. In delivering his Policy Address, Lee noted that the Hong Kong Monetary Authority (HKMA), the city's de facto central bank that manages the fund, is exploring the possibility of raising the Exchange Fund's gold holdings and participating in the local spot and futures market. "It (HKMA) is also considering gradually transferring its physical gold holdings to designated vaults appointed by the Hong Kong Precious Metals Central Clearing Company Limited (PMCC)," Lee added. The PMCC is a government-owned company that previously launched a trial clearing and settlement system for gold in early July. Speaking at the Legislative Council, Lee said the gold clearing and settlement system would start its official operations in the first quarter of next year, adding that a dedi
The Hong Kong, China wushu team is sending six male and four female athletes to compete across various taolu and sanda events at the upcoming Asian Games in Nagoya, Japan. Head coach Lam Hong-kwai said athletes spread out across the mainland over the past few months for intensive training. He added that all squad members were in good form and hoped they would carry their momentum into the Asian Games wushu competitions, which begin on Sunday. Juanita Mok, set to make her third Asian Games appearance, won a silver medal in taijiquan during her Games debut in Jakarta in 2018. She will compete in the women's combined taijiquan and taijijian event in Japan. "As this is my third time joining the Asian Games, I actually feel more relaxed and really want to enjoy those four minutes on the competition carpet," Mok said. Mok added that her routines at the upcoming Games would be more varied and rhythmic compared to previous editions. Meanwhile, Lydia Sham, who has won multiple gold medals at world-level competitions, will focus solely on the women's changquan event. Focusing on a single discipline allows her to refine her execution and make her movements smoother, she said. "In terms of str
Chief Executive John Lee on Wednesday said that as Hong Kong embraces the use of artificial intelligence, the government would step up efforts to ensure safety. Delivering his Policy Address, Lee said these efforts would be coordinated by the Chief Secretary and assisted by a new Commissioner for AI under the Digital Policy Office. These would include studying regulations for deepfakes by legislation, he said, adding that authorities would look into legislative powers to remove online content that may constitute financial fraud. He said enhancements would also be made to protect minors who use AI tools. To boost the city's competitiveness, the government would step up the promotion of AI applications across various trades. Lee said the use of AI will be introduced in various sectors including the finance, healthcare, legal, construction, transport and welfare industries. He added that the government would support small and medium enterprises that are looking to upgrade with AI, and promote training in the technology for all. “The government will roll out more than 200 training courses and activities, and support working people and SMEs in applying AI for practical enhancement,” he
Commercial property prices in Hong Kong are likely to continue their downward spiral, as the market risks getting trapped in a “vicious cycle” of tighter bank lending and weakening demand, a property agency has warned. Banks in the city had adopted a more conservative approach towards approving mortgages for commercial properties over the past three years, introducing stricter approval standards and terms, said Eric Tso Tak-ming, chief vice-president at mReferral Mortgage Brokerage Services, at...

The ending of the American century is coinciding with an Asian renaissance. America remains the world’s largest economy and will stay that way for another decade or two. But its economy no longer dominates the world. And its “America first” policy has partners and allies looking for alternatives for trade and investment – and for certainty. Simultaneously, everyone else is changing. The fastest-growing economies in the 21st century will be Asian. Business leaders must wrestle with the paradox...

Chief Executive John Lee vowed on Wednesday to expedite the development of three university towns in the Northern Metropolis with the aim of driving the synergistic development between industries, academia and research. The area set aside for the Northern Metropolis University Town (NMUT) spans more than 1,000 hectares in total, covering San Tin, Hung Shui Kiu and Ta Kwu Ling. Delivering the city’s first five-year plan at the Legislative Council, Lee said the government would provide financial backing for universities to set up campuses at the towns. “In terms of financial arrangements, the government will provide full support through a multi-pronged approach such as land premium exemption and loans while post-secondary institutions will mobilise their reserves and/or employ flexible funding modes, such as the issuance of bonds, to bring in market and social capital to jointly advance the NMUT development,” he said. Lee said each university town would have a distinct focus that encompasses the five elements of education, technology, industry, talent and urban development. The San Tin University Town will focus on the development of medicine, life and health technology, AI, robotics

Chief Executive John Lee said the city's first five-year plan would set out Hong Kong’s overall direction and long-term vision, adding that authorities would push reforms, create opportunities and ensure that everyone shares in the economic benefits. Lee will deliver both the five-year plan and the annual Policy Address on Wednesday. Speaking to reporters ahead of his weekly Executive Council meeting on Tuesday, Lee said the five-year plan would have a blue cover to symbolise openness, progress and stability, while the Policy Address would retain its green cover to represent continuity, vitality and hope. "The five-year plan is not a planned economy. It is a plan which tells us where the strategic directions are, where we are heading and which are the priority areas," he said. "And then It is a blueprint for us to implement in five years' time, so when we each year roll out policies, then we also have to ascertain priorities so that at the end of five years, we will reach certain goals." A special booklet featuring highlights of both documents would also be released, Lee added, to help the public better understand their contents. Its cover shows Victoria Harbour in the morning ligh
